    A fitout builds the space. Setup commissions it — testing every system, verifying every install, and assembling the documentation pack you need to open. They're sequential phases, not the same scope.

    Builders typically commission what they built. They don't coordinate your IT vendor, your AV install, your equipment supplier, your certification bodies, or the documentation pack you'll hand to inspectors. Independent setup ties all of it together.
